Az Államértelmezések című könyvsorozatban az állam- és kormányzáselméleti alapkutatás irányai szerint az állam- és kormányzáselméletek, a történelmi nemzetállamok és birodalmak „államtanai” témakörében létrehozott kutatói teljesítményeket, az államtudomány nagy gondolkodóit, nagy elméleteit, nagy vitáit elemző monográfiákat, tanulmányköteteket, valamint fordításokat adunk közre Gondolkodók, Elméletek, Viták szerinti tematikai csoportosításban. A Gondolkodók alsorozat klasszikus államelméleti műveket, eredeti fordításokat, nagy gondolkodókról szóló írásokat, az Elméletek alsorozat rendszeres államelméletek, illetve „államtanok” rekonstrukcióit, új elméletalkotásokat, a Viták alsorozat pedig az államjelenség különböző nézőpontú értelmezéseivel kapcsolatos aktuális, problémaorientált vitákat, újszerű kontroverz megközelítéseket összefoglaló munkákat közöl.
A Gondolkodók sorozatban megjelenő jelen kötet egy kifejezetten „birodalmi államtan” szerzőinek írásait elemzi, primer források alapján annak rekonstruktív bemutatására tesz kísérletet, hogy a „rossz uralkodó” mint gyűjtőfogalom milyen toposzokat fed le a zsarnokság kérdésén kívül a nyugati keresztény kultúrkörben, illetve Oroszországban.
