A dízelbotrány és a glifozátügy: Tünet vagy fordulópont az uniós kockázati szabályozás válságkezelésében?

Absztrakt
Ki döntsön a kockázatokról akkor, amikor a tudományos bizonyítékok vitatottak, a társadalmi bizalom törékeny, miközben jelentős gazdasági érdekek és a mindennapi életünket is érintő döntések forognak kockán? A belső piac működése miatt az Európai Unióban a kockázati döntéshozatal egyszerre uniós és tagállami, egyszerre tudományos és politikai kérdés. A polikrízisek, a technológiai átalakulás és az áltudományosság korában különösen fontos, hogy milyen intézmények, milyen szakértői tudás és milyen átláthatósági garanciák alapján születnek meg ezek a döntések. A kötet magyar nyelven az elsők között ad átfogó képet az Európai Unió kockázati szabályozásának jogi és intézményi rendszeréről. A bemutatott dilemmákat két meghatározó esettanulmány teszi kézzelfoghatóvá. A glifozátügy a világ egyik legszélesebb körben használt növényvédő szerének engedélyezése körüli tudományos, társadalmi és intézményi vitákba enged betekintést, míg a dízelbotrány az autóipari szabályozás gyengeségeire és az európai szabályozási modell hitelességi kihívásaira irányítja a figyelmet.
A könyv végső kérdése nem is az, hogy az Európai Unió képes-e kezelni az említett bizonytalanságokat, hanem az, hogy turbulens időkben a sokszintű, szakértői és jogi keretek közé rendezett uniós fellépés jelenthet-e valódi hozzáadott értéket.
