A zöld átállás eszközei az EU szabályozáspolitikájában
Synopsis
The green transition is a general objective that is reflected in EU regulatory policy in many areas. In order to gain a better understanding of the policy and legal instruments, the study examines the existing EU legislation, as well as those EU legislations that have been adopted but not yet entered into force, and the relevant aid schemes, with a particular focus on transport and building efficiency, decarbonisation and agriculture. The study concludes that, while in some policy areas subsidies are the main instrument to promote the green transition in the EU, in other policy areas market actors are expected to take the necessary steps to make the transition at their own cost, in line with the EU and/or national legislation that apply to them. The different regulatory practices are of course justified by the different characteristics of the areas concerned, which are presented in this study, together with the relevant context.
